Vietnam Requests Japanese Partnership to Boost Strategic Tech Industry Growth

Vietnam is seeking to bolster its partnership with Japan in the realm of strategic technologies, particularly focusing on semiconductors, artificial intelligence (AI), and renewable energy. This initiative also includes a push for enhanced support in workforce development. These topics were at the forefront of discussions during a meeting on September 3, which involved Vietnamese science and technology officials and representatives from Japan’s House of Representatives. The dialogue emphasized collaborative efforts in semiconductor research, AI, energy technologies, and the training of personnel, aiming to forge stronger ties between businesses involved in strategic technology sectors.

An integral component of this collaboration is the NEXUS joint research program, under which Vietnam and Japan are co-funding projects related to semiconductor research. This includes work on chip design, advanced materials, and supporting technologies, as well as manufacturing processes. The countries are looking to further extend their cooperative efforts starting from 2027. A key aspect of Vietnam’s proposal is the expansion of NEXUS into a recurring annual partnership, with an emphasis on broadening research areas to include AI, new materials, renewable energy, and biomedicine.

Vietnam is also seeking Japan’s assistance in developing its sovereign AI capabilities and creating large language models in the Vietnamese language. To facilitate technology transfer and strengthen business connections in the semiconductor field, a joint Vietnam-Japan working group is slated to convene in October. This group will work on advancing these goals and ensuring that the collaboration yields tangible benefits for both nations.

Japan has shown interest in Vietnam’s ambitions for semiconductor development, its labor policies, and its long-term energy strategy. This strategy includes plans to expand its nuclear power capabilities. Vietnam is aiming for a diversified energy mix that incorporates conventional energy sources, renewables, and nuclear power, with ongoing research into small modular reactors. The transition to this energy model is expected to necessitate substantial investment and a highly skilled workforce.

Vietnam has expressed optimism that Japan will remain a pivotal partner in developing the necessary energy infrastructure to support its burgeoning high-tech industries. The hope is that through this strengthened partnership, Vietnam will enhance its technological capabilities and workforce proficiency, thus securing a competitive edge in the global technology landscape.
