In an era marked by rapid technological advancements and geopolitical tensions, strengthening international trust and cooperation has become more critical than ever. Addressing this imperative, Vietnam’s General Secretary and President To Lam emphasized the need for enhanced global collaboration during his speech at the 81st session of the United Nations General Assembly in New York.
To Lam’s address centered on four key priorities aimed at managing global changes effectively. He highlighted the importance of rebuilding trust based on the United Nations Charter and international law, promoting inclusive and sustainable development, responsibly governing emerging technologies, and reinforcing the central role of the United Nations. These initiatives, he argued, are vital for navigating the complexities of contemporary global issues.
During his speech, To Lam advocated for dialogue and peaceful resolution of differences, underscoring the need to prevent conflicts while respecting national sovereignty and territorial integrity. He also called for the protection of civilians and adherence to international humanitarian law in conflict situations, reinforcing Vietnam’s commitment to multilateralism and peacekeeping efforts.
In addressing technological developments, To Lam urged that artificial intelligence, digital transformation, and scientific innovations should bridge development gaps rather than create new disparities. He called for technology governance that is inclusive, transparent, and accountable, with developing countries playing a more significant role in shaping international regulations.
To Lam also reaffirmed Vietnam’s support for United Nations reforms, specifically within the General Assembly, Security Council, and Secretariat, to better align the organization with the interests of developing nations. On regional matters, he reiterated Vietnam’s commitment to peaceful dispute resolution in accordance with international law and strengthened cooperation within ASEAN.
