Vietnam Evaluates Bill to Boost Business by Easing Agricultural Regulations

In a bid to streamline operations within its agriculture and environment sectors, Vietnam’s National Assembly Standing Committee has taken a significant step by examining a draft law aimed at overhauling current administrative procedures and business regulations. This legislative proposal targets a total of 10 existing laws that encompass various sectors such as plant protection, animal husbandry, fisheries, irrigation, water resources, veterinary services, and crop production.

The draft law lays out plans to abolish 38 administrative procedures and 40 business conditions, while also simplifying an additional 13 procedures. These changes are anticipated to cut down processing times by as much as 904 days, delivering considerable economic benefits to businesses, estimated at savings of around VNĐ189.9 billion (approximately US$7.3 million) in compliance costs.

During the review, lawmakers stressed the importance of maintaining robust regulatory oversight even as they pursue greater decentralization. Part of the reform plan includes encouraging the adoption of digital tools, such as QR codes and product traceability systems, to enhance inspection processes and ensure the quality of products.

The committee’s initiative reflects a broader effort to modernize Vietnam’s agricultural and environmental regulatory frameworks, seeking to balance efficiency with essential oversight. With the final version of the draft law expected to be ready by July 25, these proposed changes could mark a significant shift in how businesses operate within these critical sectors.
